The Due Diligence Process

Due Diligence missions were held in the thirteen GMES and Africa consortia lead between 3rd December 2017 and 17th March 2018. The institutions visited were the leaders of the GMES and Africa consortia. Specific dates and names of participants are listed below. 

The main objective of the due diligence missions was to ascertain the operational and technical readiness of each of the GMES & Africa Support Programme Consortia team leaders to implement the actions that they proposed. 

It was a requirement based on the African Union Grant Management Manual to perform a needs analysis to beneficiaries before disbursement of funds. The technical assessment addressed Earth Observation experience and practice in terms of Data and Infrastructure, Products, Services and Training. Management systems and procedures of Internal Control, Accounting and Procurement were also assessed during the two-day missions. A questionnaire had been sent to the consortia prior to the visit for completion and constituted the main discussions during the meetings. 

The outcome of the missions showed that generally, most consortia team leaders required additional capacity building since they had no previous experience in predecessor programmes like AMESD or MESA. Another general observation was that consortia team leaders, and by extension, their partners, needed strengthened support in service development and delivery aspects. 

As a result, post due diligence actions, therefore, focussed on a deeper analysis of the development of well-tailored services to respond to well-identified users’ needs and refinement of proposed budgets and log frame framework analysis.
